The Union County Library is a publicly funded service available to residents and to visitors.  The executive leadership team is responsible for the overall direction of the library, budgeting, and management of library staff.  The leadership team is assisted by the Library Board of Trustees in reviewing and updating library policies, setting service priorities, and maintaining transparency and accountability.   The Board of County Commissioners appoint Trustees and one of their own number to serve as a non-voting, ex-officio member.

The Library also receives financial support from federal, state, and local grants. The Friends of the Library and the  Library Foundation are both  501(c) 3 fundraising organizations that promote and support the Library.
